There was an opportunity within reach to outsource the IT-organisation. The question was: Would it pay off?
Over a period of several years, a large Danish telecommunications operator had established its own IT-organisation for the development, maintenance and operation of business applications. Gradually, the processes for implementing new products were unable to match business targets, the need for agility and time-to-market. The assignment was thus to evaluate the potential for outsourcing and consultancy during the process.
The assignment covered technical infrastructure, applications, daily operation, takeover of staff, maturing and ensuring the professional standards of the acquired staff and assets, the establishment of necessary service agreements and follow-up, knowledge sharing and documentation. An important aspect was that the existing IT management had to be fully involved in the process and be positive drivers in creating a good solution and getting acceptance from co-workers.
The job included the responsibility for evaluation, and co-ordination between the IT organisation, the business and a possible outsourcer regarding everything except applications and staff.
A month after the evaluation the telecommunications operator began producing material for the invitation to tender. Two months later an outsourcer was selected and a contract signed.
